Readers of this blog will be aware that we have commented in the past on the slow rate of decision making in the Australian National Redress Scheme (NRS).
In our blog published on 28/05/2020 we also reported on the First Interim Report of the Joint Select Committee on Implementation of the National Redress Scheme in Australia which also made a series of recommendations about how the NRS and its day-to-day functioning could be reviewed and improved.
With the Second Anniversary Review of the NRS set to commence prior to 1 July 2020 it appears that progress is at last being made.
Improvements made to the NRS have seen an increase in the number of Independent Decision Makers over recent months and as a result, the NRS has now been able to provide more applicants with a redress outcome.
From November 2019 to April 2020, the NRS provided an average of around 260 outcomes to applicants per month. In May 2020, this has increased to around 800 outcomes.
As of 29 May 2020, the NRS:
- had received 7,009 applications
- was processing 3,648 applications
- had made 2,907 decisions, including 2,250 payments totalling approximately over $184 million
- had 840 applications on hold, including 525 because one or more institution named had not yet joined
- had made 574 offers of redress, which applicants have six months to consider.
However, when it was established the NRS anticipated that it would receive 60,000 to 65,000 applications during the 10 years of its establishment and allowing for those predicted number the rate of applications to the NRS still remains stubbornly low.
